A Van Nuys neighborhood is fed up with a homeowner who has been blaring a train horn for the last two weeks. He claims it's the only way to force the LAPD to pay attention to his concerns.

Neighbors and police said they were concerned about the man's well-being, but he refused to stop setting off the loud horn.
