The spending bill passed by the U.S. House increases a tax the richest private universities pay on their endowment investment gains, a move proponents say reins in "woke" schools but that critics say will wind up hurting the poorest students the most.

Immigrants and wealthy universities, as well as foreign companies, would see higher taxes under the House-passed bill.

When House Republicans passed President Donald Trump’s multitrillion-dollar tax and spending package on a party-line vote of 215-214, some Democrats couldn’t help but notice that three safe blue seats in their ranks were empty after those lawmakers recently died in their 70s.

The House-passed bill includes a large tax cut, as well as more money for defense and immigration enforcement, financed in part by slashing health, nutrition, education and clean energy programs.

Republicans have set a self-imposed July 4 deadline to pass the legislation in both chambers and send it to Trump’s desk.

The multitrillion-dollar tax cut and spending bill now heads to the Senate, where Republicans have vowed to make changes.
